Impact Investment Exchange (IIX) and Industry Leaders Launch US$5-Billion Capital Mobilization Plan for Orange Capital Markets in Indonesia

Jakarta, August 11, 2025 – Indonesia has taken a bold step towards redefining innovative finance today with the development of Orange Capital Markets during an exclusive roundtable at the Indonesia Stock Exchange (IDX). The initiative aims to mobilize US$5 billion in capital by 2030 through instruments such as Orange Bonds and Orange Sukuk, aligning with the United Nations 2030 global SDG Agenda.    Co-hosted by Impact Investment Exchange (IIX) and IDX, the roundtable discussed a roadmap to unlock catalytic Orange Capital, including unveiling the Orange Bond and Orange Sukuk frameworks. The Orange Capital markets are aimed at supporting gender equality and social inclusion by strengthening Indonesia’s sustainable finance leadership. The discussion brought together leaders across government, corporates, regulatory, banking, and the development sector to advance capital markets standards that places gender equality at the heart of Indonesia’s Sustainable Finance Roadmap.  Indonesia has successfully mobilized over US$11 billion through green, Islamic finance, and other SDG-aligned instruments, establishing itself as a regional leader in sustainable financial markets. Building on this momentum, Orange Bonds and Orange Sukuk are systematically incorporating gender considerations, particularly for women-focused projects and micro, small, and medium enterprises (MSME), into fixed-income markets through practical, scalable financing frameworks. At the core of this effort are two newly launched national frameworks by IIX: The Indonesia Orange Bond Framework provides comprehensive guidance for structuring, issuing, and verifying gender-smart bonds grounded in the Orange Bond Principles™, including Gender-Positive Capital Allocation, Gender-Lens Capacity and Leadership, and Transparency in Process and Reporting.  In parallel, the Indonesia Orange Sukuk Framework adapts the same principles to Shariah-compliant finance. Aligned with Maqasid al-Shariah, asset-backing requirements, and national Islamic finance regulations, the framework offers clear pathways for embedding gender and inclusion objectives into sukuk structuring, governance, and impact measurement. Designed to complement existing green, social, and sustainability bonds, and align with Indonesian Financial Services Authority (OJK) regulation, these frameworks offer a powerful and practical structure for mobilizing gender-smart capital across Indonesia’s sustainable development priorities–from climate resilience and sustainable infrastructure to the ocean economy and financial inclusion.
